As far as I'm concerned he was the most heroic and best fighter of the whole saiyan race. He wasn't the strongest and he wasn't the most memorable, but he was the only one who realised Frieza's plan and the only one who stood up for his whole race. He had the most pridefull death and fought until the end against someone way stronger.

This comes from having a pure heart, after goku bumped his head he became the most pure saiyan ever and this helped give him more “s cells” Bardock was basically a hired soldier as well as all past saiyans. While I think he had more s cells than other saiyan because his cannon version actually cared about his son(unlike most male saiyans) he definitely didn’t have as much as goku.
If we're talking 90's Bardock then yeah no contest, Bardock had a base power level of 10000 in his 20s with if I recall correctly like no training which is on par with goku at that time with training
