It was an ornament, worn on the lower body. It needs to be obtained through the activity task, but the activity is over.
How much speed does the DB need or use?
There is no need for a certain speed, it varies from person to person. I am used to using more than 42% of the attack speed.

I am currently able to withstand at least 22%. I don't know if you can accept this answer? :O
