I think the reason why Mizuki is unable to be cut in half is because she is supposed to be CPU only, and the cutscene after she is defeated features her still being whole. It would be a visual inconsistency. Samurai Shodown 0 Special ignored this, with the villains still delivering lines after being defeated, even if they died in a gruesome manner.
