Europe tour can not be cheap by any means. Recently I visited Paris, Chamonix, Vincennes, Geneva, Milan, Rome and Venice. Everything was arranged by my own. Total cost stood at 520000/-INR for 12 nights for 3 persons.. Most expensive part is ofcourse the airfare which I booked 9 months earlier.. Hotel I booked 7 months earler. Still cost could not be brought below that amount..
If you go to Paris in non tourists colder months, the museums entry will be free on certain days for adults too, and if u visit Switzerland after October prices of various mountain cable cars will reduce a lot in comparison to peak season July-Aug

In switzerland there was little cloud but that did not cover the snow clad mountain peaks... Because of the European brilliant sunshine, it becomes so photogenic!! Also temperature is mild during this time so very much enjoyable..

Main tip do not travel European if your on budget telling you by experience you feel like a begger take atleast 10 to 15 lakhs and enjoy Italy,spain,uk and Netherlands do not visit on a budget...(except your a women your food and drinks and travel will be covered by others if your good looking)

Balkan countries and eastern european countries are full of life, history and culture. I do recommend being carefyl about Croatia, because the prices are going up quite a lot. Secondly, India's per capita income is really poor that means on average an unequal distribution of income, also since no job market is infinite and with more amount of people available to do a certain job means the pay would be less since supply of employees is more and demand for them is less giving negotiation advantage to the employers.
