That voice D-Low is doing is called inward bass. D-Low's inward bass is unique sounding as well. With a couple tutorials and some practice, it is not too difficult to learn normal inward bass. It doesn't hurt the throat as well, like throat bass does.
There is one very important rule that should never happen: opponents are not allowed to touch each other. When he took Bart’s hat and put it on his head he could have very well been disqualified but for some reason he wasn’t.
On that basis D-Low should DEFINITELY been disqualified for touching Colaps fist in the first round. Come on, that would've been pathetic to disqualify him for that.

It's amazing how D-low has been competing since 2017(maybe for longer, haven't checked) and still reaches finals and now he won
