I took out the babies and eggs and put on the towel very carefully, and I clean the nest box every 3 to 5 days. However If your birds don't trust you completely, I highly suggest you don't touch the nest box, or else they would possibly get mad and hurt their babies or destroyed the eggs.
Yes, it is good to buy baby bird powder food from store, which I did it in Canada. I took care of these babies in China, and at that time we don't have this product. All of them are pretty healthy.

But it depends on your budgies's digest speed and the powder density. The way is you feed them full, and then you wait till their crops are empty(digest all), and then calculate the hours. 4 hours is regular hours, but I think the best way is calculate by own birds' situation.

Are you able to buy baby bird hand feed formula in pet shop? I know Petsmart has them if you are in Canada. If not, it is rice powder + steamed carrot + chopped tiny vegetables(green leaves), and use hot water to mix them together. When you feed them, make sure you try the temperature first, or else it will hurt the babies' throat. Baby birds are very fragile, better to find some professional friend to help you. Good luck!
