@@AkashdeepKaur-c1e Here I used hot glue gun but don't keep too hot one on top of balloon.Let it warm only to stick,otherwise direct hot glue pop up balloon .
Otherwise glue dots also may work.

Here I used hot glue gun but don't keep too hot one on top of balloon.Let it warm only & then you can apply & stick.
Otherwise glue dots also may work.

The glue shouldn't be kept while it is too hot....wait few seconds after it heated up & then apply so that balloon won't popup

Super glue is not suitable for this project.
One more option is double stick tape
