I’m gonna be honest, what other objectives are they supposed to put on? As far as I can see the objective of completing heists isn’t the issue but rather the ties of rewards to a specific heist. Even for those who knew about the event, they would have had to grind heist they may or may not like rather than committing to the grind itself. That in my opinion is the bigger issue.
There were better objectives in payday 2. In The 10th anniversary event of payday 2 you can play any heists and farm loot from enemies. The rewards for the event weren’t tied to any heists.
