    Your device is in specs, the heating element of 1500Watt @ 120V draws 12,5A and you are measuring 12,87A.
    But this 12,87A is for entire device.
    There is difference of 0,37A , but if i remember correctly, this device has also a powersupply at the bottom for the controlepanel,
    that powersupply and controlpanel also consumes power.
    If you want to be 100% sure if the heating element is in spec, you need to use a current clamp meter arround a wire to the heating element itself,
    and i bet that you then measure very closely to 12,5A and maybe a little bit less, if that low voltage powersupply consumes more then 0,37A.

      @BjornV78 This device is analog and powered by an analog thermostat. There is no PSU.

      @@BetterBiomedChannel , it's been a while ago that you did that heater, and at that time you did a few devices if i'm correct.
      Regarding the faillure of the heating element, i can be wrong, but i think that these heating elements have a sort ceramic support structure for the spiral heating wire. If that ceramic support is broken and crumbled in pieces, the hot heating wire will sag and the windings start to touch each other.
      Sort like shorting windings in a transformer. I think if you could run the heating element without water, and with a Variac to prevent selfdestructing due the missing water that acts like cooling, that you can use a Thermal imaging camera and find hotspots at the place(s) there things go haywire inside.
      And that tapping the heater element shows a fluctuation in current measuring due the shortings that's get disrupted by the tapping.

      This is what I agree happened. I did an ISO test and it was isolated from the outer case. I think the coils are expanding internally from the heat and shorting as it expands
