This is only antifreeze agent my friend and it's added to the vehicle so radiator can withstand lower temperature. It itself doesn't cool only water cools the car.
I live in Saskatchewan here it gets -55 degree Celsius. And with wind chill it it is sometimes -60 degrees .. this doesn't work here we have to plugin our car overnight to start in the morning..
