for ppl struggling with this you need to request to Microsoft a free tier parallesism job, they respond within a day or two

Old organization accounts (Older than 1 year) come with 1 agent which means you can run a pipeline on it. As it has been misused by crypto miners, MS has removed the agent so new organization accounts come with 0 agents and thus have to request one from Microsoft as you noted in the reply
