yup, cops like that think "duh faster car, better gun!" will somehow make them better at driving or shooting... or they think better equipment will somehow make them not have only one strategy for any situation - throw bodies at the crims to try and overwhelm them (also a NVL tactic).

The pd has a very similar problem to the US health system. Everyones trying to treat symptoms (being bad) with medicine (fast car + better gun) when they need to worry about whats actually the problem (they dont know how to do any part of their jobs correct and need to be retaught the basics of everything)
