There are only 2 toll plazas on main caridge way as there are 4 double trumpet interchange so 4 more toll plazas rest interchange doesn't have double trumpet interchange so that's why Ramp plazas (I think)
We should only spend as much is needed, and not waste taxpayer money. It should me made futureproof by acquiring land for adding more lanes if necessary in the future, but we shouldn't just immediately add that many lanes as it would be too expensive without a clear return on investment.
