Increasing import costs and tariffs would cause more domestic competition and increase the prices for the common consumer. Also removing military spending in Europe would cause large countries like Russia and China to spread their influence much easier and faster. This spread of ideologies was the basis for the Cold War and part of WW2. Imo, I think that a president should support European countries to slowly grow them into an independent group of nations (much of the reason why Russia does not invade Europe is due to NATO and supply of US arms, nukes, and machinery).
