From one side this conv. is good. but from other is making a lot of ways for corruption. BWM requirements could be interpritated by any other PSC inspector for their account.And analysys could be wrong . Example are Ukaine ports. Awaiting for port facilities and ballast water treatment systems to compulsary and no any other trainings could give positive results in saving environment.
