Prometheus never struck me as a great fighter. Good enough to hold his own, but never good enough to really beat Oliver in a straight fight. I probably would have had Sara higher.

Not many people know it but Prometheus actually originates from Batman’s plot lines. (with a much, MUCH less appealing suit.) He actually does very well against the Dark Knight and is capable of disarming him with ease. Same goes for Ra’s.

Almost every legend is able to kill Savage, it's not a miracle. Even Felicity could defeat him. Malcolm was holding back because he wanted a piece of the spear of destiny. She isn't 2 because she can be defeated by Ra's Al-Ghul, Slade Wilson and Oliver Queen

Dinah Drake: Trained many times while undercover for cops. Part of New Team Arrow 12. Chien Na Wei/Bronze Tiger: Chien Na Wei was so powerful she possessed a threat to ARGUS and ARGUS had to send Oliver to defeat her and he had help. Bronze Tiger has gone toe-to-toe with Oliver and was easily taking out prison inmates. 11. Katana/ John Diggle: Katana is very skillful with a katana and has trained Oliver for a point in time and is good at medicinal stuff. John Diggle was Oliver's bodyguard and a=has taken 2 tours in the military and has been trained by Oliver. One of the senior members of Team Arrow. 10. Damien Darhk: Was considered to be given the role of Ra's Al Ghul. Had to fight Henri Ducard for the role of Ra's, he lost though but still managed to escape with Lazarus water. 9. Slade Wilson: Slade is above Oliver because he had the Mirakuru and was able to beat him easily. Even without the mirakuru, he can beat Oliver. The mirakuru cure knocked out Slade's army. And Oliver won because Slade had just taken the cure and put up a good fight instead of being knocked out. So Slade is above Oliver here. 1. Ra's Al Ghul: No explanation needed. Diaz couldn’t beat an exhausted Oliver who-had just taken on an entire prison even when diaz has the super drug. Diaz can only win when he plays dirty. If we were to look at their final fights Oliver wasn’t going all out against Diaz but he was with slade.

Almost every legend is able to kill Savage, it's not a miracle. Even Felicity could defeat him. Malcolm was holding back because he wanted a piece of the spear of destiny. She isn't 2 because she can be defeated by Ra's Al-Ghul, Slade Wilson and Oliver Queen

15. Shado: Fought equally with Slade.
14. Billy Wintergreen/Sarab: Wintergreen was able to go head on with Slade and had the same training as him.
13. Dinah Drake: Trained many times while undercover for cops. Part of New Team Arrow
12. Chien Na Wei/Bronze Tiger: Chien Na Wei was so powerful she possessed a threat to ARGUS and ARGUS had to send Oliver to defeat her and he had help. Bronze Tiger has gone toe-to-toe with Oliver and was easily taking out prison inmates.
11. Katana/ John Diggle: Katana is very skillful with a katana and has trained Oliver for a point in time and is good at medicinal stuff. John Diggle was Oliver's bodyguard and a=has taken 2 tours in the military and has been trained by Oliver. One of the senior members of Team Arrow.
10. Damien Darhk: Was considered to be given the role of Ra's Al Ghul. Had to fight Henri Ducard for the role of Ra's, he lost though but still managed to escape with Lazarus water.
9. Roy Harper: Could fight decently before Mirakuru and after Mirakuru he was trained by Team Arrow including Sara Lance.
8. Al Owal: One of the most skilled members of the League of Assassins alongside Nyssa.
7. Talia Al Ghul: Trained Oliver in Russia and trained Prometheus.
6. Nyssa Al Ghul: Daughter of the Demon and was able to defeat Talia, and has high League of Assassins training.
5. Malcolm Merlyn/Dante/Prometheus: Malcolm Merlyn has fought Oliver on many occasions and put up a decent fight in the first couple of them. Has beaten Nyssa and Diggle easily. Dante was one of the strongest members in hand-to-hand combat in the 9th circle. Prometheus has beaten New Team Arrow with ease and has fought Oliver on many occasions, even though he lost most of time, one can argue that he didn't want to kill Oliver.
4. Sara Lance: Has went toe-to-toe with Slade, Oliver, and Atropos, and has beaten Vandal Savage, Malcolm Merlyn, and Damien Darhk. She also would've killed Roy if it wasn't for Oliver.
3. Oliver Queen/Beatrice: Beatrice was one of the most powerful members of the 9th circle and killed Emiko Queen easily. Oliver needs no explanation.
2. Slade Wilson: Slade is above Oliver because he had the Mirakuru and was able to beat him easily. Even without the mirakuru, he can beat Oliver. The mirakuru cure knocked out Slade's army. And Oliver won because Slade had just taken the cure and put up a good fight instead of being knocked out. So Slade is above Oliver here.
1. Ra's Al Ghul: No explanation needed. Wasn't trying when Oliver killed him, and beat Oliver like he was a ragdoll.

I agree. Damian is on par with ras, because he trained right along side him. Sarah should be lower than him. The only reason he is loses to Oliver is because that episode is awful. Sarah is too high because she has so little training. She is trained by the league for like 2 years and is suddenly the best fighter ever. They did the same with laurel and Thea and it bothers me. Also Prometheus should be higher than talia and Nysa. He is almost on par with Oliver

Vandal Savage is the most irregular fighter, some days he's one of the best and some other days he's weaker than Mick. He was also beaten by Sara so he has nothing to do there even if he still a very good fighter
Oliver failed to beat Prometheus in a duel when they fought for a long time in S5 but on the other hand he destroys Malcolm in 30s in S4 so Prometheus > Malcolm

Derek Sampson was the best fighter of the prison before Oliver came out so he's better than Talia
Katana is good but there is a lot of better fighters, with better training and more feats (Speedy, Arsenal, Bronze Tiger...)

Yao Fei is also better than China White since he was trained by Talia and he defeated Billy Wintergreen pretty easily when China White has 0 major exploits

@@timothychernichenko8299 Diaz uses a chemical that makes him stronger as well. Also slade taught Oliver how to fight. Slade beat captain boomerang in a fight in season 5. Diaz couldn’t beat an exhausted Oliver who-had just taken on an entire prison even when diaz has the super drug. Diaz can only win when he plays dirty. If we were to look at their final fights Oliver wasn’t going all out against Diaz but he was with slade.
