Yeah Fort Collins police have always been douche bags. I went through there years ago when I was 17 and they stopped me and wrote me a ticket for speeding because I had out of town plates. I was not speed and had already been warned about the speed trap so I made sure I drove just below the speed limit. When they stopped me they said I was going 10 mph faster than the speed limit even though my speedometer says I was a couple below it!
