I always thought that one athletic commission doesn't have any jurisdiction over another athletic commission's domain. I.e. Arman is suspended by NSAC only.
It's only custom that the UFC and other commissions honor suspensions from one jurisdiction in all jurisdictions. But even then, the guy with one eye can't get licensed to fight in the US, but the UFC has him fight in other countries.

Why not, it’s just a 6 month suspension, will not stop him training and he don’t want to fight til Oct/Nov, so unless Islam takes a fight in September it will take place

I think it's actually an image issue. They are trying to get their foot in the door on network television (even if that paradigm is dying), and they have guys punching at people in the crowd on their way to fight in a cage. I think the suspension should have been 1 year. Also Arman never apologized for hitting the fan. That’s the least he could have done and maybe buy him dinner.
This completely ruins Arman’s chances of a title shot. Not only is he not allowed into the octagon for 9 months. But he can’t TRAIN??? That’s insane how can they dictate what he’s allowed to do outside of the ring? This is overly punitive for no good reason. And 9 months? I would’ve been ok with a heftier fine with no ban rather than 9 months. That’s so long in a sport where fighters fight only 3 times a year.
He shouldn't have SWUNG on a fan. It's that simple. What if Arman hit the fan, the fan fell over and cracked his skull??? Arman's career would be the least of his worries and jail time would 100% be coming his way. Those sorts of rules are interesting. I happen to know a lot about Barbering laws. If your barber's license gets suspended, there are specific rules for when you are suspended, no matter what you are suspended for. But, there isn't a whole lot of manpower out there enforcing the rules. There simply isn't enough people to go around making sure people aren't breaking the rules. But... if you get caught breaking the rules (ie: barbering while under suspension), the consequences can be pretty severe. Not excluding permanent revocation of said license. Pretty serious stuff.
