The life of a project car can be frustrating! Usually when i'm having these kind of issues I try to be happy for what I have instead of looking at what i'm loosing. You've got a sick M3 which is soon to be turbocharged!! These are the kind of issues you will run into, keep moving forward my man!
pull the cams and do a leak down test doesn't sound like a valve is is hitting u can pull the spark plugs and try cranking it if u hear something other than a smooth turning engine u have a problem
To see if it's the valves make a boost leak tester. Pressurize the intake manifold and turn the crank to where the intake valves should be closed and see if air is getting by
After you check the timing try cranking the engine for a bit to charge up the lifters.Had that happen on an m52 I put together that only started and ran after the lifters filled up with oil.
Have you thought about going with the m50/s50 intake manifold and converting to obd1? Surprised no one has mentioned it yet. Also, that last elbow feeding into your throttlebody will be the weak link in that setup. Highly recommen using aluminum to finish off the piping with a coupler added.
Bad starter?? Push start it to see if it will crank. If it's timing, your valves are bent so no harm trying lol, I just want to suggest something else before you take off that head
