People jump in front of trains all the time. I work on the railroad and it's excruciatingly rare that you go your whole career without hitting someone. People actively jump in front of trains because of playing chicken, being impatient, or generally doing so just to off themselves. It's basically guaranteed lethal. One person I know struck 7 people in the first 6 months on the job. Just sucks being the guy conductor walking out to inspect the corpse.
Doubtful. Also if it deploys this if you do an emergency breaking it would be an entirely useless feature. Since a tram hits emergency breaking more often then you think to avoid an accident.... If that thig would deploy everytime that happens... yeah.

Old trams had a feature like this, if you hit a guard on the front a panel underneath will drop down and catch anyone to stop them going right under. They don't put them on anymore for some reason.
