Chips Dubbo could be a given name to ONI operatives who are in the marines. They appear to be in some way augmented, possibly using the Spartan I program (same as our favorite Sargent Johnson) which would explain how he got out of that FLOOD infested area.
Basically, there are multiple Chips Dubbos out there who secretly work for ONI to accomplish an unknown task, which appears to be to keep an eye on Chief and assist him.

I have a theory: Chips is one of ONI's more secret experiments. ONI would create several clones of Chips and have them lined up in waiting until one died so the next one would take his place.
This is a morale booster. Everytime you see a freind die, its actually a chipps dubbo. This makes sure the average marine keeps their morale up as dubbo is optimistic, australian and hard to kill.

I remember I thought dubbo got killed on the mission where you killed Regret. I lost 2 of 3 marines and Dubbo was the one of the missing ones. While I found one human body, I searched for 15 minutes around the area and could not find dubbos body. While I’m not happy I left him behind, I’m glad he only let himself get captured so that he could wreck havoc on High Charity
Dubbos never die, he’s just missing in action (and will return shortly)

Okay, so taking all the evidence into account, there are a couple of possible theories I have thought of, that you didn't cover
1) Chips is a figment of Chief's imagination, due to stress, and Chips died but Chief keeps seeing him everywhere
2) Chips is actually a Forerunner construct ensuring the Mantle Of Responsibility gets passed onto Mankind
I don't know if either of these are true or will have any sort of basis within in-game lore, but it would explain how he keeps popping up, beyond the simple real world explanation of reusing visual assets and voice actors

My theory: Chips Dubbo was cloned by ONI using a project similar to the one used to make the flash clones for Spartan candidates. During the clone growth period they were able to enhance them with upgrades from ONIs spartan 1 project which would explain why he was able to escape the flood as he would not have been seen as a suitable host, same as Sgt Johnson. The clone theory can also explain why he can be in multiple different places at the same time.
Just my theory but makes sense to me.

This seems to support my theory that Chips is actually a cloned/duplicated soldier with some minor augmentations and perhaps even brainwashing/programming kind of like the clone troopers in Star Wars.
When ONI or the UNSC need extra support for an important person they send a Dubbo, a secret weapon much like Spartans, but instead of a combat role they play a support role and are seemingly even more expendable...
So him showing up more often in legendary runs is consistent with him being called in to support the most dire of scenarios, much like every legendary run ever lol

It was actually his cousin that we saw in new Mombasa, Dips Chubbo while Chips was on delta halo. Also both Chips and Dips were in the orion project which explains his incredible feats like getting back up after being shot to death only to regroup further along in a mission.
