I think it would be stronger, but the attack would not be effective. Opponents with observation Haki or Armament Haki of their own can either dodge or block this attack easily. Maybe in a crowd of weaker enemies, but the windup and unfocused power probably won't beat any opponents he's meeting now.

My favorite one time move with Luffy was Gum Gum Shotgun against crocodile where he pulls on his arm mid launch causing the fist to move in multiple areas mid flight, it was such a fun idea using friction with velocity to create a Mini Gun Gun Gatling with 1 arm.
Gum-Gum Robot was amazing. He just wraps his arms and legs around a random enemy and sloppily controls their movement while making goofy robot noises. 🤣 I can't even
Gum gum shotgun is basically a gum gum pistol but lufy pulls his arm making it swing, somewhat negating the main disadvantage of the gum gum pistol which is its lack of precision, but he only used it once against crocodile
He uses Fireworks at least 5 times. Three times in Skypiea(the one you mentioned, the one bouncing off of the Ark Maxim to hit Enel, and Gold Peony to absorb the lightning), once in Impel Down(Floor 4, against a bunch of guards) And lastly in Gear 5 against Kaido(technically didn't say the name out loud du it was very obvious)
