It does, but X is like- the main one and everyone agreed to him being it. He mentioned it in one of his videos. Tho in this AU, not everyone can become an Admin. There is special training for it, and Admins have their own powers that other player don't. So while they can be granted the perks Admins have, they don't actually have the Admin powers. For example, Dream granted both Punz and Sapnap the ability to look after the Server's Code and to use some of his powers. But if the Server got attacked, they wouldn't be able to do much, so they'd have to call Dream to handle it Tho it's just an AU :)
X shared his powers with a few people, but they don't have access to the Code-only Admins do. If the Admin shares his powers with someone, thay can do commands, but don't have access to the actual Server's code
An Admin can be turned into a Watcher, but there is a higher chance that they will die than that it will work. Grian was an Admin of the EVO Server, and to take over a Server, Watchers need to either kill the Admin or turn him into a Watcher, so they usually try to turn them, but it fails most of the time. Grian was "lucky" that he survived. Dream became an Admin/made a Server AFTER he became a Watcher, what is possible :)
