Completely agree! Step Sparring is a drill-based exercise aimed at practising distancing and timing, and beginning to introduce the idea of contact in a controlled way to junior grades. The techniques are syllabus Taekwondo techniques, and are by no means practical in a self-defence scenario. The thing to remember with almost any martial art is that it is first and foremost a sport, and the majority of techniques that you will learn are for show, not to be the most effective method of defending yourself. So, yes, you're right, if you are just talking about realism, Step Sparring won't get you anywhere, however, it does have its place in the grand scheme of a student's development.
