yes. shouldnt be a problem. but depending on how many added cars you have in traffic loader you might experience bug with car variety spawns. Unfortunately the game can only handle so much before breaking
what mods do you refer to exactly? If it's Potential Grim you are wondering about, then install in this order: 1. Potential Grim 2. Fidelity popcycle Basically since my popcycle mod is (probably) the best popcycle mod out there at the moment you want to install that last to overwrite the popcycle.dat file of any other mod. Should not cause any issues with mods unless you have some very niche mod that I don't know about which alters ped variety

My only critique about this is way to many drunk/beaten up ped during night, kinda make Liberty Rush's drunk ped spawn time useless
how did you get such a variety of traffic?

No, I wouldnt recommend it. But safe in a manner of speaking that it shouldnt break your game
