What if someone has been here for less than 10 years? For example someone has been in the US for 9 years and meets the rest of the requirements. Can he try to apply for PIP? Thank you!

Min. 3:20 the application is not ready... min 3:36.. the government didn't release inf about who is going to be elegible... so, you are telling the people to submit the form from your website to your office, and you're going to tell them if they are elegible or not!!!???? I have a question... does being deported from the US and returning illegally count as disqualifying criminal history when applying for a marriage green card? Will my Wife be able to get pip even though she was deported and came back 20 years ago.
