My idea was simply you couldn't use the same code in a row, one per mission, that way there is some pre-planning on which to use for most optimal times, occasionally using a random extra to reset the route on missions where you don't need anything extra

Idea for LOTV: you must use a cheat code on every mission but you cannot use a cheat code a second time until you've used every other code once. You can still chose your route through the game but your past decisions on where to use each one can significantly impact where you might want to go next.

The fact IAmIronMan gives the ladder upgrades if they existed at that snapshot in time might have some use-case in a later mission that went un-cheated or used a lesser cheat. Maybe Kaldir?
8:50 maybe waking the ancient, most of the time spent in that mission is used in harvesting. Or perhaps the crucible. I am thinking either missions with lots of cheese that you don't need to bother with cheat codes or ones with timer locked objectives. Edit: Huh...
When it comes to missions that don't need a cheat (with the limitations in mind) I guess I'd choose: 1. The first 2 missions: - Add here all the missions that are in general seen as easy to speedrun 2. The Protoss ship mission: - We can add here all the no build missions since I don't think you can speed them up and if you used "terribledamage" on those you'd miss out on harder missions
SoSayWeAll is "allows all techs", I think HoradricCube "opens all Research Options" which might let you do Kerrigan ability shenanigans? might also ruin some stuff in later missions though?

My guess is Supreme for no cheats, as it is already quite optimized and dialog heavy. The only cheat, which would help is 10x damage, which is probably better used elsewhere twice. I'm also somehow getting vibes, it's going to be Not-Vile-Disruption (whatever that mission is called, where you destroy mengsk's not-psi-disruptor)
I just watched the WoL video! I got just past red stone and then had to go to work and didn’t finish it, I think using each cheat once is a more interesting run.
I think the last mission to not use a cheat at first was the timed kerrigan defence, but I feel like thats a prime one for instant win. Maybe the zaggy? Theres not much you can do to make that one faster considering how well mapped grant has had that in the past. Ill return to this later
It would make so much more sense to if the rules excluded instant win at all and for the rest allowed one cheat per mission (and no cheats in the Hyperion). That way you don't have the debate what should count as destroying all hatcheries/CCs/nexi.

And with all achievements you would be allowed to put less cheating restrictions, maybe 3 or 5 uses. Or consider different money cheats.
