This film is not from 1940 but from the late forties (or early fifties). 19:08:07 there's a comment about a ship that was launched in 1948.
The wrecks in the harbour are not from WWI but remnants of the warships that were scuttled on August 29th 1943. There are several other
indications that the film cannot be from 1940.

The is film is not from 1940!! The narrator literally says at 7:28 “this was lunged in 1948” So this film is from the late 1940s or early 1950s.

15:33 The boats were electric and designed and run by Ellehammer, who has a workshop not far from the Gardens.

Germany invaded Denmark in April, 1940. So this was, what, March?

Exactly what I was thinking... This could have been filmed in 1938/1939
and produced or released in 1940. You can see it was summertime by the
clothes and the trees. Also, the narrator mentioned the wrecked boat
from WW1 and said "the Danes know another war must not occur", meaning
that a war was not even foreseeable.

It cannot possibly be 1940. It is high summer.
It must be a year or two before that.
Interesting to see how most people sit in front of Hotel d'Angleterre. They do not sit face to face for an intimate meal, but side by side like in a theatre, watching people passing by.
