This is one of the stupidest take I’ve ever heard. Just have to preface that watching things like anime and movies is generally really bad on stream (exceptions like the premiere of Arcane on Twitch exists though obviously).
1. Reaction content has been existing and even thriving on Twitch since years now. It’s sure as hell not illegal, so you’d probably say that it’s immoral. The question now becomes how is it immoral? Your answer probably has to do with something along the side of being only profitable at the expense of others. However, legally it is fine to react to TH-cam videos on Twitch, meaning the lawyers who established these rules probably thought that the “at the expense of the original creator” part isn’t legitimate. Either that or your reaction is so transformative, that the reaction content becomes original content that you now own. Either way, both scenarios make reacting to others content on TH-cam not immoral.
2. Who are you to say what people should enjoy or not enjoy as content? Personally, I really enjoy watching xQc react to videos, simply because I feel like his reactions, alongside the reactions and discussions in chat, makes the experience much more enjoyable. Your comment just wholeheartedly refuses the fact that I even exist…

1) Legally it is not fine to react to TH-cam videos or tv shows lmao which part of your ass are you pulling it out of?
"Fair use" means transformative content, not just sitting there for hours. Technically it would have been reaction if they actually gave any inputs but that's too much for these people.
2) The xqc reactions I have seen(in my opinion) seemed fine but this discussion is more about playing entire seasons of an anime while sipping on a coke and farming primes.
Also, also on the legal front TH-cam actually got sued because people were re-uploading copyrighted content as similar "reactions" with no addition so they had introduce the copyright strike and automatic music detection feature due to a court's decision which said YT is not responsible for the ones that happened in the past but they need to prevent this from happening in the future.

Pretty sure xqc was watching the newer seasons that are locked behind a paywall. The older seasons like 1 - 4 are already released to the public and is fine because they don't earn from it anymore.

Not sure why there isn't any harsher punishment for them. It's not something accidental like music suddenly playing and they were caught off-guard. Watching that on stream was a concious decision. They could have a 5 hour long video dedicated to reacting to a 5 minute clip and still get copyright claimed or banned.
