It's made by developers for specific devices so they won't forget alert slider, camera will also be there but gcam with proper config will perform significantly better
Don't say all phones, custom rom can't be installed in every phone.
If the phone released with Android 9 and up all Custom Roms that has a GSI version can be installed on the phone only down side is that mostly GSI doesn't have mobile data

Installed it on my Samsung J5 2016, im amazed at how well it runs, actually it runs even better than the stock firmware even though its now running android 10, not the stock 7.1

Not all phone, some phones like vivo, huawei, and oppo doesn't have custom roms development, most of the time they don't even release a custom recoveries for these phones
