Marines overlooked again when Luffy defeated Krieg as Krieg was nothing but a scavenger at that point. They took Luffy seriously once he defeated Arlong, ending the reign of terror he had in East Blue (and ending the constant bribes Marines had from Arlong). It's even said in the scene where they discuss which bounty would fit Luffy.
