For the officer missions if you don't have 100% for all on the Auto assign it gives you the choice to only send 100% missions , a separate button pops up on the bottom of the window when this happens, then you can only send 100% missions and try to reset those that were not 100%.. Or you can choose to send all missions even though some are not 100%
