you can totally have rudders in the prop stream and it actually helps give more authority! you can also turn the prop, like an outboard. your prop is a little large; it should NEVER pierce the water surface, as this will cause it to aerate. you could try 2 props to even out the torque issues and get rid of the steering servo with differential thrust? jet pumps may also work at that scale? once you get more serious speeds your next challenge will be how to make the hull plane in a stable way ;)
