I could be wrong, but you shouldn't put your foot up on the stool before finishing negotiating the price. I think it's rather distasteful to call him a scam when you haven't agreed on the price when he started working on your shoe.
The shoe shiner kept hesitating he will get a super low price. In fact, even his partner jumped in and said 85 for the pair as well. This is a scam well known not only in shoe shinning. They hurry you ip give you a price and then switch it up hoping you fall for the intimidation.

What a scumbag. The minute I saw his face I knew it, he had this mean look on his face and the way he rushed to get you seated to start the scam, unbelievable! As a Latino I'm sorry you had to deal with someone like that. Something similar happened to me many years ago, the guy started to show me a product to remove a stain I had and then just out of the blue he charged me for it even though it didn't remove anything.

I gave him $20 pesos so he got offended and he was remanding more so I called the police that’s there in that section of Bella’s artes. That’s the way you can get them off. Now I’m Mexican my self and didn’t ask for the service but DONT GO WITH THEM. Even if they get yours shoes dirty. There are legit people in their stands and yes it’s only $25 pesos . 1.25 dollar

The normal price is 50 pesos. Take a look of all videos about scam with shoe shine in Mexico City. It is sad but people are not only scamming but hitting people when they say a price and at the final they change to another one, when you refuse to pay the extra price their call they friend and try to scare you or hit you. Most of them are people with a record.

Shoe shines are a standard 25 pesos in Mexico Centro dictated by the shoe shine association. That means $1.25. But yeah I understand what you mean..👍
