I think it is because the leviathan has a tendency to consume what he has not consumed yet as a symbolic representation of envy. Jealousy is more akin to greed and gluttony, while envy is about destroying the things he doesn't have.

If the myths are to believed Lucifer was not the evil one, JHWH (God) is. JHWH is supposed to be all powerful, all knowing and the creator of all, even the angels. He KNEW what was going to happen in advance and he had the power to NOT create Lucifer and his followers. But still he did. Lucifer did not bring evil into the world, JHWH did!
