Any of the main Nanto users could beat him without issue (since Nanto doesn't depend on what kind of body you have), and Raoh's brute force would crush him too. It's just that he has more advantages against Hokuto users that don't specialize is brute force. Ken just knows how to adapt, like he did with Souther. Hell, I'd say that Toki could do the same. That puts Targa somewhere around Jagi-level, but with delusions of god-hood.

I think killing Targa with the Celestial hundred fist rush was extra satisfying, finally being able to use that damn move as it never seemed to work on Raoh so, felt pretty awesome
