On the one hand power in the hands of people like Bachchu Yadav knows how to manipulate people and on the other hand cops also have power vested on them by the government but they choose not to use this power for the good of the people and instead allow these beasts to hide behind them and generally there is no stopping them because the very people who should stop them, don't. Not being satisfied with one's salary is no justification to accept payback from goons and turn a blind eye to their activities. Before joining the police force, one knows what to expect and if this does not satisfy, one can always choose some other profession.
