For Japanese people, armor is so familiar that it is displayed in their homes once a year.
It's not a random street. I think it's an old town area in Kawagoe (cmiiw). Where old building and old relic are preserve to turn it into sight seeing tourism spot. So a piece of samurai armor left there isn't out of place.
