Hare Krishna Bhavika, if not Srila Prabhupada but his disciple yes. He was explaining that sari is worn with lots of layers underneath so that our body shape is not noticeable so much. Instead of wearing sari very tight and creating a sensual look, we can wear layered skirt to create beautiful look.
