Knowing that Balto would never hurt anyone, I agree that Rosie's father was mean to him. But his reactions to Balto being near Rosie is not entirely unfounded. He's a stray wolf-dog, and in real life, anyone with any business actually keeping wolf-dogs will tell you that they're wolf-dog hybrids are unpredictable at best, dangerous at worst, and require massive amounts of training and attention. A stray that hasn't been trained would never be allowed to work with sled dogs, simply because it wouldn't be safe. For that matter, even if Balto were simply a stray Husky hanging around town, Rosie's parents would be ill-advised to let her play with him alone.
