Far more likely the game just chose "main" soviet base at random and teleported fleet there. And ISP was unlucky with a dice roll.

Don't take or puppet anything. You can only liberate cores to their owners or change their governments, and any other decision that does not transfer ownership.

Playing small countries and helping out is pretty fun sometimes, isn't it. Nobody plays democratic Portugal or Spain, for example, but I liked it personally, I gotta say
When I was still pretty new to HOI4 and found trying to play the bigger nations with several fronts, navy etc a bit too overwhelming I played (no DLC) fash Portugal and managed to see the Axis to a total victory by killing 5m+ Americans just with Naval bombers. Made me realise what you can do if you commit to a path!
Still new to Hearts of Iron IV, and yeah, don't like playing the giant nations or ones that have a lot to do, just like looking at fun situations, like Axis-Turkey.
Oh, also I heard "decentralizated" Yugoslavia (a lot of puppets) is also "tall", many factories

i know this is late but there is a broken focus in the soviet focus tree called evacuate the industry and what it does it takes industry from European part of Ussr and moves it to the Asian part, however when it moves to the asian part it also unlocks the locked building slots, meaning every province in the urals and siberia can have 25/25 factories.
Tbh the game kind of has "tall build" for smaller nations that relies on maxing out special forces and pushing your faction tech as even as a small nation you're given a fair ceiling in terms of number of special forces battalions(sometimes higher then total amount of equipment and manpower then you can afford) and you have several research slots that can contribute a lot if you know how to juggle them, use licensed research, focus bonuses and joint faction research.
For Allies that means a lot if all minors would know how to do that. And would be double so for China if all warlords concentrated on pumping out mountaineers and pushing joint artillery research😅
Netherlands can also host an impressive number of factories once it's fully juiced
@@allisongretsinger322 I've meant primarily countries like New Zealand, who has the second highest number of research slots in the game and who can juggle whole 3 priority research if needed, but who can't support normal army as manpower and industry are barely enough to replace marine losses.

@@HarryWoolford-s3s Wargoals on puppets also appear as wargoals on their overlord while in the diplomacy tab, you can notice it when he hover the mouse on the soviet union flag and it says "German Empire has wargoals against Lithuanian Independent SSR.", instead of "...has wargoals against Soviet Union."
I've actually gone tall as Brasil before the dlc, and it took soo long that by the time I became competitive, all the fronts looked like 20-30 divs stacked per tile lol

The Nordic cooperation alliance is giving me PTSD from my own Argentina achievement run where I had to fight that same faction but with Denmark, France, USA, Germany, Brazil, Japan and a mostly reunited China. That game had a 13 year war in it ending in 1960

To be honest it is quite normal to me, while playing a major, that I end up with up 2k factories by the end of the war. Basically you can win every war, by digging, not moving for like 5 years, and wait for the enemy to wear of their manpower on your entrenched troops.
Also his start as Soviet Union is not optimal. He should start with converting mils to civs and then building infrastructure up to the moment he goes to war economy.

Another nation that would be good to go tall as would be any of the Baltic nations. Since they all have ridiculously overpowered industry trees that give tons of factories, you could rush all of your industry focuses, wait for them to do theirs, and unite the Baltics thus gaining a ridiculous amount of factories for how small the baltics are
May I suggest adding roads to your resource tiles first so you get an export boost that helps with your construction efforts :)

How about playing tall in Kaiserreich? There is endless civil wars/minor conflicts to send volunteers and you can sell weapons to so many people! Scandinavia seems like a great choice for this, they cant join any factions if you go Scandinavia anyways (it creates a "nordic council" faction that no one can join besides the nations you will peacefully annex).

"Tall" those quotation marks are working overtime. The USSR is the definition of a wide country. If you want tall a Luxembourg that doesn't expand is the most tall, but other countries like Switzerland and Denmark. Denmark builds so much on those small islands.
problem is most hoi4 nations cant be tall as you cant expand , you cant build more factories then limit and you cant expand that limit aside from exeptions and few nations
very few countries have focus trees who could be considered building tall , most of them are not that fun and very time consuming ,
