I believe you've solved it Paul ! if positioned with the tip in a round hole then raising the height gauge until the two lines meet that will indicate the centre of the hole, pushing the locking button enables you to transfer the height, I'll reduce the width of the arm to fit my gauge, not just a pretty face then !...Del..
I'm guessing it's an accessory for a height gauge like your mitutoyo. But looking at it, it could be for setting the angle of a threading tool. What's the angle of the tip?
