Z Stone its homeowners and many started the traditions many many years ago, it’s not a requirement but most houses do participate
It is totally the residents. They have a competition each year. Been going on for decades.
For some, yes. You have to do it. At least something. We have one where I live, it's smaller but it's fun to see.
