it was because his mom pulled Samuel out of SVT and Pledis as he was too young to debut, he was only 12 back then and a lot of his former colleagues were 15-20 years old, although all of them were relatively young, its quite a big gap especially SVT's maknae during 2014 was already a grown teenager while Samuel is still a kid. But Samuel really wanted to be an idol and he actually debuted in a hiphip duo (which disbanded shortly after debut), collaborated with Silentó and joined him on his US Tour, joined Produce 101 S2, and debuted solo.

Considering they kept moving their debut date around it could be that his mom thought he was wasting his time waiting (which I know was a big struggle for Seventeen members especially members who had been trainees for longer) or it could've just been that he was too young I mean Seventeen debuted in 2015 which would make Samuel 13 at the time and I think Pledis thought the schedules would be too heavy on him as he was still young. Considering they were going to debut earlier Samuel would've been younger.
