My speculation on as to why there is a chapel/prayer room in the mmr deep sector is due to it's root connection to V.T.C. which was merge with the united forces of humanity to form the central government as said in old tales event.
Watching through in short bursts so you might have realised later on, but on top of the deep sector having level D, level E and level P. They mention the E sector is so large it's split in 2, so there is kinda 2 E sectors, making up D.E.E.P.
Theory: Commander is a Prototype Grimms Model (or a variation). My first guess was part of Cinderella's (2nd gen) squad. If you include him, the total number of Nikkes would've been 7 (Hansel, Gretel, Little Mermaid, Red Shoes, Cinderella, Grave, and MC). Another one is what was brought up, was a group of 7 (that we know of) male nikkes. Johan, Andersen, Chatterbox, MC, and maybe other Deputy Commanders.
