I doubt the wearer would actually be safe even if the badge managed to catch the bullet.
That kind of energy being transferred into your chest especially since most badges sit directly centered over the area of left lung, you would still most likely end up with a hemothorax and die unless you received treatment within a few minutes of the injury.
