A suggestion for 'placeholder' garrisons. A soldier in a humvee and some flags at the door. Humvee can have no fuel, and Soldier won't be pathing. If players see flags at door they know one side somewhere has the humvee with a dude. And if you need to send out forces from the position behind the players, drive the humvee yourself. With like 6 per map for 'irrelevant positions' it should be relatively unintensive.
in my previous experience, if units aren't moving with zeus or ares it is because they're auto garrisoning in place for some reason, or atleast their squad leaders are. So when I use the ungarrison on their leader they suddenly start moving again.
