I'm assuming it will work much like ZG lockouts(bar counting to your 30 a day) when even if your locked to a ID with bosses killed you can still do a logout "soft" reset for the trash and herbs etc, boosties or buyers would have to accept your lock too though I think and only run with you till it resets I don't know if looting a frozen runes triggers it though I would have assumed not based on past content but then we are getting the final patches at the start of new content instead of working towards them in steps like in vanilla, so they might have by the end of naxxs cycle decided to fix some things like that and we'll get the fix immediately rolled out this time
I tried on ptr, Anub'Rekhan one was easy with invis pot, you could reach Abomination one but slimes see through invis so it was based on RNG patrol - on the PTR you got instance locked for taking a frozen rune, obvious no clue if that was a bug or intended

Around 2:30, you said you have a 100% damage buff on PTR; is that to account for not having full world buffs / consumes? I figured that could be the only reason, but I also figured maybe blizzard just want the content cleared to see if everything is working as intended?
yes, and so that people would be able to test in smaller groups. Bosses died too fast with 100% to do all their mechanics once with 100% kinda, so they scaled it down to 50% later (but that was people bringing wbs + damage aura)

I’d recommend solo farming frozen runes in naxx as hunter if ur not saved. All 5 runes are possible

You write that looting a frost rune give you an instance ID. You mean that it saves you? Can you still farm frost runes and reset?
It saves you to your id, but you should be able to reset trash on a character that isn't saved

can you try to farm frozen runes solo as a hunter? could work with pet pulls
