Excellent explanation. You have done the job of Home Office. You are unlike scam artistes ( that includes lawyers) who have set up ghost incubators. Majority of them got in quickly and escaped Home Office's scrutiny in getting money making endorsing licences and opportunities to fleece applicants by making demands for fees on each review. Home Office is really to be blamed for not scrutinizing them, keeping it all vague about what is innovation and not cancelling the licences. Hope the Home Office acts fast.
