States are increasingly interested in capturing spending paid outside the fee-for-service system. Measuring total healthcare spending, primary care and behavioral health investment, and adoption of alternative payment models are common use cases.
The National Association of Health Data Organizations (NAHDO) recently collaborated with state partners, payers, vendors, and other stakeholders to develop the Non-Claims Payment Data Layout (NCP). This layout aims to harmonize NCP data collection efforts across states and reduce the burden of data submission. (Here is the link to the NCP layout: www.nahdo.org/sites/default/f...)
A key piece of the NCP is the Expanded Non-Claims Payment Framework, which offers a single, standardized approach to group non-claims payments into discrete, descriptive categories that also reflect the level of risk assumed by the provider.
